RAHIM YAR KHAN: The delivery of vehicle registration smart cards and other important ownership documents through Pakistan Post has reportedly been facing unusual delays, causing growing concern among citizens in Rahim Yar Khan and raising questions over the performance of the Excise and Taxation Department.

According to sources, a large number of vehicle owners who have completed the required registration, transfer and other legal formalities are still waiting for their original smart registration cards and related documents. Several affected citizens said they were informed by the Excise Department that their documents had been dispatched, but in many cases the documents have not reached them even after several months.

Citizens said the unavailability of registration cards is creating difficulties in proving vehicle ownership and completing transactions related to vehicle sale and purchase, banking, insurance and other official and legal matters.

The affected vehicle owners said repeated visits to relevant offices had failed to provide a satisfactory solution. They claimed that they were often advised simply to wait, while no clear information was provided regarding the current status or location of their documents.

Citizens have questioned why important registration documents remain undelivered for months if an established system exists between the Excise and Taxation Department and Pakistan Post for their dispatch and delivery.

They have demanded greater transparency in the entire process, including document preparation, dispatch, postal booking, tracking and final delivery, so that vehicle owners can easily determine the status of their documents.

The affected citizens have urged the Punjab Chief Minister, Director General Excise Punjab, senior officials of Pakistan Post and the district administration to take immediate notice of the issue and ensure that all pending smart cards and other vehicle documents are delivered without further delay.

They have also called for an inquiry to determine where the delays are occurring and which department or officials are responsible, saying that accountability is necessary to prevent similar problems in the future.

Public circles said claims of modern and citizen-friendly government services lose credibility when people have to wait for several months to receive essential official documents. They demanded a comprehensive investigation into the matter and effective measures to streamline the delivery system.
