WASHINGTON (International Desk): US President Donald Trump has announced a surprise agreement with Russian President Vladimir Putin to increase Russian diesel supplies to American and global markets, in a move aimed at easing soaring fuel prices but already facing bipartisan criticism in Washington.

Under the arrangement announced by Trump, Russia is expected to release more than 300,000 tonnes of diesel immediately, followed by 500,000 tonnes in November and another 1 million tonnes afterward. Trump also said a further 3 million tonnes could be supplied within a short period, depending on the condition and output of Russian refineries.

The announcement comes as energy markets face major disruptions linked to the war involving Iran, while Russia’s refining sector has also been affected by Ukrainian attacks.

What Trump-Putin Agreed

The key points publicly outlined by Trump are:

  • More than 300,000 tonnes of Russian diesel to be released immediately.
  • 500,000 tonnes to follow in November.
  • Another 1 million tonnes to be supplied afterward.
  • A potential additional 3 million tonnes could be delivered within a short period, depending on Russian refinery capacity.
  • The diesel is intended for the US and global markets, rather than being described solely as direct US imports.
  • Washington has temporarily eased sanctions restrictions to allow Russian diesel supplies to reach global markets.
  • Putin confirmed Russia’s willingness to supply oil and petroleum products to the US and wider global markets.

Trump has presented the arrangement primarily as an effort to reduce fuel costs for Americans, particularly farmers, ranchers and truckers.

Why the Deal Is Controversial

The announcement represents a major shift in US policy toward Russian energy.

The United States previously banned Russian oil imports following Moscow’s invasion of Ukraine in 2022. More recently, Congress approved legislation designed to increase pressure on countries and companies involved in Russia’s energy trade.

That is why lawmakers from both parties are questioning whether Trump’s latest move is consistent with existing US law.

A bipartisan group of senators has urged Trump to reverse the decision, arguing that allowing Russian energy back into international markets could provide Moscow with additional revenue while undermining congressional efforts to pressure Putin over the Ukraine war.

The Trump administration, however, argues that the temporary authorization is intended to address the immediate energy crisis and bring down prices.

Treasury Temporarily Eases Russian Diesel Restrictions

The administration has moved to facilitate the arrangement through the US Treasury’s sanctions system.

According to reporting on the decision, the Treasury’s Office of Foreign Assets Control issued a temporary general license allowing Russian diesel to be supplied to the global market.

That distinction is important: Trump announced the Russian supply arrangement, but the legal mechanism for allowing the fuel trade involves a temporary sanctions authorization.

Why Diesel Prices Are Surging

The deal comes amid a major global fuel squeeze.

The war involving Iran has disrupted energy supplies and shipping routes, while attacks affecting energy infrastructure in the region have added pressure to already tight markets.

At the same time, Ukrainian strikes have damaged Russian refineries and affected Moscow’s ability to maintain normal fuel exports.

US diesel prices have risen sharply, increasing costs for trucking, agriculture and other industries that rely heavily on diesel fuel.

Trump has therefore framed the Russian diesel arrangement as an emergency response to rising costs rather than a broader normalization of US-Russia energy relations.

Can Russia Actually Supply the Promised Volumes?

That remains one of the biggest questions surrounding the announcement.

Russia itself has experienced fuel shortages and has restricted diesel exports to protect domestic supplies. Ukrainian attacks on Russian energy infrastructure have also reduced refining capacity.

Energy analysts have consequently questioned whether Moscow can deliver all of the volumes outlined by Trump without putting additional pressure on its domestic fuel market.

Russia’s Deputy Prime Minister Alexander Novak has confirmed the figures cited by Trump and indicated that Russian diesel exports could potentially increase substantially if domestic supplies allow.

Limited Impact on US Fuel Prices?

Energy analysts are also skeptical that the deal will dramatically reduce American diesel prices.

The quantities announced by Trump are substantial in absolute terms, but analysts say they remain relatively small compared with global diesel consumption and US demand.

The transportation time, refinery constraints and Russia’s own domestic fuel requirements could further limit the immediate effect.

Ukraine Criticizes the Deal

Ukrainian President Volodymyr Zelenskyy has criticized the arrangement, arguing that easing restrictions on Russian energy could provide Moscow with additional financial resources to continue its war against Ukraine.

The controversy comes as Washington continues trying to balance two competing priorities: bringing down energy prices at home while maintaining economic pressure on Russia.

For Trump, the diesel agreement offers a potentially quick way to increase global fuel supplies. For critics, however, it risks weakening the sanctions strategy against Moscow and creating uncertainty over the future of US policy toward Russia.
